WRESTLING BY-LAWS


1. OFFICIAL RULES
1.1 Wrestling dual meets and tournaments shall be conducted in accordance with the rules as defined in the National Federation Wrestling Rules Book.


2. TEAM CLASSIFICATION
2.1 Official competition shall be conducted in Varsity and Junior Varsity in both dual meets and league finals.

2.2 Seniors will not be eligible for JV competition.


3. GENERAL REGULATIONS
3.1 A tournament is defined as any competition involving athletes from four(4) or more teams.
3.2Teams and individual athletes are limited each year to 40 matches excluding forfeits.
3.3 Follow CIF guidelines

3.4  During league play wrestlers may move up to varsity and down to JV without restrictions. (3/9/06)


4. WEIGHT CLASSIFICATIONS
4.1 Official certification, which will freeze that wrestler at that weight for the remainder of the season. Official weigh-in will be held any day during the first 2 weeks in January as per state guidelines. (5/20/02)

4.2  Weigh-ins shall be conducted according to National Federation guidelines. (5/20/02)

  4.2.1  No male weigh masters and/or male officials will conduct or be   present at female weigh-ins: likewise, no female weigh masters and/or female officials will conduct or be present during male weigh-ins.  This does not apply if wrestlers are weighing in wearing their uniform.  If a skin inspection or any other type of test that requires the removal of the uniform is necessary, such procedures shall be done in a place where only same-gender supervisory personnel are present. 4.3 No wrestler may wrestle more than one weight class above his actual weight on the day of the dual meet or tournament. Coaches must record the wrestlers actual weight on the day of the dual meet or tournament. If a wrestler goes up two weight classes they may only go down one. (2-12-98)


5. DUAL MEET MANAGEMENT
5.1 An adult timer shall be assigned by the home administration during the course of the Varsity and JV matches. (10-18-95)

5.2 The head scorer shall come from the home team and that score is the official book. The visiting team should provide a scorekeeper that shall sit next to the head scorer during the match.

5.3 It is the responsibility of the coaches to uphold health precautions which include, but not limited to, proper weight control, keeping mats cleaned during practices and for meets and being aware of infectious diseases.

5.4 Afternoon matches shall begin at 3:30 PM with the Varsity team competing first. Night matches shall begin at 6:30 PM with the Junior Varsity team competing first. Time changes
due to schedule conflicts will be noted in the master schedule.


6. LEAGUE FINALS - Individual

6.1 Blossom Valley Athletic League Finals are held to determine the top six placers that will go on to the CCS Individual Tournament. The tournament will be a double elimination format and will be held at a site that is conductive to running such an event over a one or two-day period. The winner of this tournament shall be declared the Blossom Valley Athletic League Champion. (10-18-95) If there is a tie for league championship, the champion will be determined at league finals. 6.2 A. A rotation shall be set up to determine which school will run the tournament at the conductive site.

6.3  The Junior Varsity entry fee will be $5.00 per wrestler or $70.00 per team.

6.4 Awards will be provided by the league.

6.5 If a wrestler competes in the JV League finals, the wrestler may not compete in the Varsity league finals.

6.6  Schools will be able to enter two(2) wrestlers in each weight class for JV finals. (5/26/05)


CIF/CCS/BVAL Hardship Rule for Wrestling
6.6  Statement of Intent
This procedure is designed to provide consideration for a deserving wrestler who, due to being under doctor's care for an illness or injury, is prevented from participating in the League Finals Meet, and thus, prevented from qualifying to the Section meet.

This "Hardship Rule" is intended for use for qualifying from the league meet into the Section meet. 

A.  Appeal Committee
An appeal committee shall be established, chaired by the League Meet Director, and consisting of the officially designated league head  varsity coaches. If the league meet director is a head varsity coach, he may designate his assistant coach as his representative on the Appeal committee. No other designates may be used. No proxy votes for absent coaches shall be allowed.

B.  Quorum
In order to hear an appeal, a quorum of the committee must be established. A quorum shall consist of any amount more than one-half of the total number of league head varsity coaches.

C.  Application of Appeal
A written application of appeal for consideration shall be presented to the appeal committee by the coach of the respective wrestler prior to the start of the league tournament. The application shall include the wrestler's name, school, weight, class, and a thorough description of the circumstances preventing the wrestler's participation, and a written verification from the petitioner's doctor.

D. Vote of the Committee
The appeal committee shall act on all such applications prior to the start of the league meet.  A simple majority of the eligible committee members voting is required to grant grant the appeal, and the decision of the committee is final.  The committee chairperson shall vote only in the case of a tie vote by the committee.

E.  Wrestle-Off Procedure
A wrestler granted favorable consideration by the committee shall participate in a wrestle-off with the last qualifier from the league meet in the same weight class. The wrestler-off shall be held not later than Wednesday following the league finals, at the qualifier's site, or at a site mutually agreed upon.  The League commissioner shall decide on the specific date and time, if not mutually agreed upon by both coaches. Both wrestlers must make weigh, with no weight allowance given.  Failure to appear, or make weight, for the wrestle-off shall constitute a forfeit.  The petitioner must step on the scale first, and make weight before the qualifier is required to do so.

F.  Officials
A qualified official, assigned by the league commissioner from the appropriate accredited Officials Association, shall be used for all wrestle-offs.  The petitioner's school will be responsible for paying the official's fee for the match.

G.  Placement in Section Meet
For section meet seeding purposes, the winner of the wrestle-off shall be inserted in the position of the last qualifier from the league meet.  However, a wrestle who has qualified through the "hardship" process may, by a vote of the CCS Wrestling Committee, be seeded.

H.  Multiple Petitioners
If two (2) or more wrestlers in the same weight-class are granted favorable consideration by the committee, they shall participate in a wrestle-off of their own prior to the wrestle-off with the qualifier.  The League Commissioner shall determine the date, time, site and format (if it involves more than 2 wrestlers) of such wrestle-off.  All other procedures of sections E.,F.,& G. above shall apply

 I.  For BVAL League Finals Only.  If a hardship is granted, a wrestle off will occur between the the last two place finalist to determine the last place qualifer who will wrestle the athlete with the hardship.  (3/9/06)

6. Junior Varsity League Finals shall be held the Saturday, a week before the Varsity League Finals. The tournament format should be set so that the five match rule per day is not violated. This tournament will not count as a competition point. (10-18-95) There will be a participation fee of $5.00 per athlete, with a school maximum of $70.00. (4-18-96)

7. For JV wrestling finals there will be a 95 lb. classification. (4-99)


7. DIVISION DUAL MEET CHAMPIONS
7.1 Divisional Champions shall be determined by the best overall division record.
